Primary Responsibilities
 
  • Lead daily operations across all COMPANY offices and sites in Jurong Island, including preventive and corrective maintenance for electrical, plumbing, fire protection, and civil systems.
  • Ensure and supervise all hard services contractors and providers (in-house or outsourced) to comply with agreed scope, SLAs, KPIs, site HSE, and quality standards.
  • Ensure all works comply with COMPANY’s requirements, procedures, and all necessary regulatory requirements (e.g., BCA, SCDF, JTC, NEA, EMA, and MOM).
  • Supervise hard services contractors to ensure scope adherence and safe work execution.
  • Coordinate and plan maintenance shutdowns, inspections, and rectification works with minimal operational disruption.
  • Support COMPANY’s infrastructure reliability initiatives, cost tracking, and preparation of maintenance budgets.
  • Review and approve risk assessments, method statements, and permit-to-work documentation. Maintain accurate CMMS records, statutory inspection reports, and asset documentation. Participate in incident investigations and implement follow-up actions to prevent recurrence.
  • Manage budgets, costs, and supplier contracts for hard services, optimizing value without compromising standards.
  • Act as the primary liaison for client feedback on workplace experience and service adjustments.
  • Support the Key Account Lead/Manager in client reporting, service reviews, and contract scope performance.
  • Ensure proper hard-services documentation and adherence to established change management controls for the site.

  • Degree or diploma in Mechanical, Electrical, Civil Engineering, Facilities Management, or a related field.
  • Minimum of 7–10 years of relevant experience in hard services/facilities management, preferably in oil & gas, petrochemical, or large industrial/corporate environments.
  • Proven experience in preventive and corrective maintenance for electrical, plumbing, fire protection, and civil systems.
  • Strong knowledge of SLAs, KPIs, HSE, and quality standards in hard services.
  • Familiarity with statutory and regulatory requirements, including BCA, SCDF, JTC, NEA, EMA, and MOM.
  • Experience managing contractors, budgets, costs, and supplier contracts for hard services.
  • Ability to review and approve risk assessments, method statements, permit-to-work documentation, and CMMS records.
  • Strong leadership, organizational, and problem-solving skills, with the ability to manage multiple teams and sites.
  • Excellent communication and interpersonal skills, with experience liaising with clients and stakeholders.
  • Proficiency in MS Office and facility management software; CMMS experience preferred.
