Primary Responsibilities
 

Contracting Management

  • Develop the Contracting Strategy appropriate for the project scope, project strategy and contractor market; to be involved as early as Investment Proposal in the development of Contracting Strategy
  • Manage the pre-qualification process
  • Set up the contract (s), execution of potential scope changes, schedule obstacles, and in cooperation and alignment with the Project Manager
  • Manage the tendering and contracting process up to contract awards
  • Set-up contracting, sourcing plan and organize Division/Global tender board according to Global Tender Procedure

Supplier Management

  • Organize pre-qualification for the tender under allocation
  • Ensure updating of approved vendor list for qualified vendors/contractors
  • To organize and conduct site visit of contractors for growth projects as required

Contract Management

  • Ensure proper implementation and follow-up of procurement contracts
  • Facilitate visibility and availability of contracts
  • Ensure adequate usage of contracts
  • Ensure that supplier contracts are managed in line with the specifications of the Procurement Policies and principles (compliance)
  • Evaluate and improve use of contracts and decide on contract development together with stakeholders (e.g. termination or modification)
  • Work with Project Manager to negotiate the Variation Orders for growth projects

Purchase to pay

  • Effectively execute and/or manage the relevant S&P steps in the P2P process (Request, Approve, Order, Expedite and Receive) in order to get the right service/product at the right place at the right time. Effectively use the supporting ERP system

Tendering

  • For purchases larger than SGD40K without framework agreement, execute and manage an optimal supplier selection process via all required steps such as: conduct internal and market analysis, determine selection criteria, develop and evaluate RFI and RFP, execute clarification meetings, communicate to bidders and cooperate with internal business partners

Project & Category Strategy Development

  • Based on key categories of procurement plan, develop and execute a project strategy and category strategy. This includes conducting internal and external analyses, defining and agreeing with stakeholders on the best strategy in order to realize, secure and sustain optimal value for the business (in terms of costs, efficiency, risk, etc)

Budget

  • Execute the annual terminal procurement plan and budget as per allocation
  • Perform spend analysis, contract analyses, categories review, process improvement analyses and define initiatives to be included in the annual terminal procurement plan and budget cycle
  • Align the plan with all stakeholders and subsequently govern execution of the procurement plan

Continuous Improvement

  • Continuous reviewing S&P policies, standards and systems and proposing improvement to the P2P process to Manager S&P

Performance Measurement

  • Understand and periodically measure and analyse processes and their performance/results by measuring global and local KPIs (e.g. P2P, savings, contractor safety, etc.). Provide recommendations to improve the performance

  • Degree/Diploma in Supply Chain/Business/Engineering or related studies
  • At least 5 years of relevant Buyer’s scope, Contract Management, Supply Management and Negotiation, preferably in a similar industry, and at least 3 years’ experience in procurement, sales, business development, project management, plant operations, or product supply
  • Strong commercial awareness and experience of Contract Law
  • Proven experience in contract negotiations & vendor management
  • Strong negotiation and communication skills
