Primary Responsibilities
 

About the Role

We are looking for an experienced Project Manager (Facilities B&S) with a strong background in Civil and Building Works to lead Addition & Alteration (A&A) and construction projects from inception to completion.

You will be responsible for ensuring projects are delivered safely, on time, within budget, and in full compliance with regulatory and quality standards. This role requires both technical expertise and hands-on project leadership.

Key Responsibilties

Pre-Construction Phase

  • Develop project schedules, cost estimates, and overall project programmes
  • Define project scope based on stakeholder requirements
  • Coordinate design development (Concept → Schematic → Construction Documentation)
  • Manage building permit submissions and regulatory approvals
  • Conduct constructability reviews and value engineering
  • Lead design and coordination meetings across departments
  • Prepare logistics and project delivery plans
  • Monitor and report project costs

Tender & Bidding Phase

  • Pre-qualify bidders and manage tender processes
  • Prepare and distribute tender documents, addendums, and RFQs
  • Conduct pre- and post-bid meetings
  • Analyse and evaluate bids against project estimates
  • Recommend contract awards and manage contractor selection
  • Assist in contract preparation and maintain tender documentation

Construction Phase

  • Oversee day-to-day project execution and site coordination
  • Manage contractors, consultants, and stakeholder communications
  • Track project schedules, costs, and procurement activities
  • Review RFIs, submissions, and change orders
  • Ensure compliance with safety, quality, and regulatory standards
  • Monitor contractor performance and approve progress claims
  • Maintain proper documentation (reports, logs, site records, etc.)
  • Lead regular project and coordination meetings
  • Manage inspections, testing, and commissioning activities
  • Handle defect management and punch lists

Project Closeout

  • Ensure completion of as-built drawings and documentation
  • Manage testing, commissioning, and final inspections
  • Obtain statutory approvals and Certificate of Occupancy
  • Oversee handover including O&M manuals, training, and spare parts
  • Finalise project costs and contractor accounts
  • Prepare project closeout and post-mortem reports

Experience & Skill

  • At least 5 years of experience in similar capabilities.
  • Project management skills, including budget management, scheduling, and resource allocation.
  •  Ability to read and interpret construction drawings, specifications and contracts
  • Acts as a primary point of contact with clients/requestor, consultants, Authorities and Contractor
  • Computer literacy in Microsoft Office Suite applications is a pre-requisite.
  • Knowledge of accounting/ financials applications/ Web applications
  • Able to manage/execute multiple projects concurrently with minimum supervision.
  • Able to perform work in the Casino i.e. should not be included in the Casino Exclusion program.
  • Site supervision and quality control to comply with Owner’s requirement and Authority compliance
  • Registered as a Resident Technical Officer or Resident Engineer is an advantage
