Primary Responsibilities
 

* Champion a “Right First Time” culture and ensure C&Q execution aligns with the approved VMP, C&Q Strategy, governance requirements, acceptance criteria, and approval pathways.

* Develop and maintain the C&Q Execution Plan and schedule; finalize System Impact Assessments (SIA) and lead System Risk Assessments to define risk-based testing, scope optimization, and acceleration opportunities.

* Ensure the Project VMP is generated (where required), approved, maintained, and communicated, and cascade requirements to work package owners, contractors, and vendors.

* Lead system risk assessments and CQV planning activities, including supplier assessments and RFP deliverable reviews, to enable risk-based testing and optimize scope in line with project stage milestones.

* Coordinate closely with construction teams to manage the transition from Mechanical Completion to Commissioning Completion, including CTOD and VTOP acceptance, punchlist closure, and “Safe to Start” (including LOTO) readiness prior to system energization.

* Implement Safety, Health & Environment requirements during start-up activities, focusing on energization readiness, start-up risks, and simultaneous operations during C&Q execution.

* Coordinate and oversee CQV documentation, including protocols, scripts, reports, raw data, and calculations, ensuring compliance with defined acceptance criteria, data integrity, and audit readiness.

* Provide oversight of Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT), including documentation review and OEM coordination in line with governance and qualification requirements.

* Manage live systems under project care and custody during C&Q, including status control, escalation processes, and coordination with operations for temporary use or phased handover.

* Collaborate with Quality teams to ensure GMP compliance and with operations for readiness and handover; support effective use of validation lifecycle management systems for approvals and documentation control.

* Integrate C&Q schedules with project controls, track progress and risks, report status regularly, and drive recovery actions where required.

* Coordinate C&Q and CSV resources, including personnel, documentation tools, and test equipment, ensuring adequate training and competency for safe and effective execution.

* Maintain C&Q interface registers covering dependencies with adjacent systems, utilities, and facilities, coordinating sequencing to avoid conflicts and protect project milestones.

* Lead exception, deviation, and punchlist management during C&Q, ensuring timely resolution, documentation updates, and readiness for qualification.

* Plan and manage system handover following successful commissioning and/or qualification, supporting acceptance of handover certificates and Go/No-Go stage progression decisions.

* Capture lessons learned and best practices from C&Q execution and contribute to continuous improvement in safety, compliance, and delivery efficiency.

* Degree in Engineering, Construction Management, or a related discipline.

* Proven experience leading risk-based commissioning and qualification activities aligned with an approved Validation Master Plan (VMP) and System Impact Assessments (SIA).

* Strong working knowledge of Safety, Health & Environment legislation and requirements applicable to construction, commissioning, and start-up activities.

* Demonstrated ability to integrate C&Q schedules with construction, project controls, and OEM/vendor activities.

* Hands-on expertise in FAT, SAT, and IQ/OQ/PQ execution with a strong focus on data integrity, compliance, and audit readiness.

* Experience coordinating multidisciplinary teams, contractors, and vendors across complex manufacturing or regulated environments.

* Strong communication and stakeholder management skills, with the ability to interface effectively with Quality, Engineering, Operations, and Project Management teams.
